Mass Shooting Breaks Out on Popular Beach

A Saturday night shooting near Virginia Beach’s bustling Oceanfront boardwalk resulted in eight people sustaining gunshot wounds when two groups of young adults and juveniles exchanged fire. The entire incident, spanning from the initial altercation to the final shot, took only 12 seconds — despite 90 police officers being stationed within a 10-block area.

On Saturday, April 11, 2026, at roughly 9:50 p.m., Virginia Beach police responded to a ShotSpotter alert and reports of gunshots in the 1400 block of Atlantic Avenue. Upon arrival, officers discovered eight gunshot victims distributed throughout the area.

All eight victims, between 17 and 24 years old, were taken to nearby hospitals. Their conditions ranged from minor to critical injuries, though authorities stated all are projected to recover. The victims originated from various Virginia cities — Portsmouth, Richmond, Lancaster, and Chesterfield — plus one individual from Snellville, Georgia.

Detectives determined that two separate groups moved toward each other from opposing sides. A physical dispute erupted, and moments later, at minimum three individuals drew guns and opened fire in a heavily populated tourist zone on a Saturday evening.

Authorities apprehended 18-year-old Jamya Williams from Henrico County at the location. Williams was among the eight shot individuals, receiving a gunshot wound to her foot. Per court documents, Williams disclosed in an interview that she discharged a firearm during the event.

A criminal complaint indicates that video surveillance showed Williams positioned on a sidewalk when a physical altercation began between two individuals near her. She subsequently retrieved a handgun and started shooting. The video then shows Williams falling after being struck by gunfire. A .40-caliber handgun was recovered near where she collapsed. The weapon was later linked to two prior shooting incidents in Richmond.

Williams made a virtual court appearance Monday morning in Virginia Beach Juvenile and Domestic Relations Court, confronting five initial charges related to irresponsible firearm handling and battery. She is also charged with additional offenses, including serious assault, firearm use during felony commission, and protective order violations. Additionally, she was discovered unlawfully possessing two firearms.

A second suspect, 18-year-old Isaiah Charity from Richmond, turned himself in to authorities. Charity faces 24 pending charges, comprising eight counts of aggravated malicious wounding, eight counts of firearm use in felony commission, and eight counts of reckless firearm handling resulting in injury — one charge per injured person.

A third perpetrator has not been identified. Police characterize him as a Black male last observed in a dark hoodie potentially displaying red lettering on the back. Additionally, officers took into custody 21-year-old Jahmari Savage from Chesapeake on a weapons violation charge after discovering a 9mm handgun in his possession, though authorities clarified he had no connection to the shooting.

Virginia Beach Mayor Bobby Dyer and Police Chief Paul Neudigate conducted a press conference Monday afternoon to advocate for stricter enforcement measures and improved cooperation from state government leaders.

“The moment has arrived for action, and we must collaborate,” Dyer stated. “We must establish the relationships necessary to unite various parties. This reflects both a national and regional challenge.” The mayor urged General Assembly representatives to participate in ride-alongs with Virginia Beach officers to gain perspective on the department’s challenges.

Chief Neudigate highlighted the remarkable brevity of the altercation. “Starting from when the groups approached each other through the exchange of blows and the drawing of weapons and discharge of firearms between the two groups, ladies and gentlemen, 12 seconds,” Neudigate stated. “There is no way to resolve a situation that progresses from initial contact to gun violence in 12 seconds.”

Neudigate noted that the department had expanded patrols at the Oceanfront beginning in early March, earlier than usual seasonal expansion. Despite the 90 officers deployed in the vicinity that evening — exceeding the number patrolling the remainder of the 247-square-mile jurisdiction — the violence was not prevented.

The shooting has caused concern among community members and commercial establishments as the region enters its traditionally busiest time of year. Staff at the Virginia Beach Fishing Pier reported that the Saturday night incident prompted some establishments to shut down prematurely.

One community member expressed concern to the press that the incident is harming Virginia Beach’s standing, mentioning that the municipality has traditionally maintained a reputation as a safe, family-oriented vacation destination.

Beginning March 12, municipal authorities established a weekend youth curfew extending through April’s conclusion, barring unsupervised young people from the Oceanfront between 7 p.m. and 5 a.m. A concurrent incident during the same weekend involving large crowds of teenagers brawling and firearm reports at a Virginia Beach trampoline facility further strained the department’s already taxed capacity.
