Festival Stampede Leaves 19 Dead

Rain began falling on a Kolkata festival crowd, worshippers surged toward a single gate, and 19 of them died in the crush.

Investigators examining a forensic report have found that the Chore Bagan Sarbojanin pandal in North Kolkata, where at least 19 people died in a stampede on Saturday, Oct. 17, 2026, held 24 air-conditioning units with a combined 134-ton cooling capacity, a figure experts concluded was inadequate for the pavilion’s size and its expected footfall.

The report, whose findings emerged Oct. 23, flagged the organizers’ failure to ensure ventilation and crowd control. “The entire incident is being investigated based on the information that has emerged,” a senior Kolkata Police official said.

Ribs That Pierced the Lungs

Preliminary post-mortem reports on the 19 victims, reported as of Oct. 19, found that at least seven died of asphyxiation and at least six suffered rib fractures severe enough that bone fragments pierced their lungs. Others died with limb fractures, head injuries, intracranial hemorrhage and cardiac arrest.

“Seven of the deceased suffered asphyxia along with injuries to multiple organs. In at least six cases, fractured ribs had penetrated the lungs, apparently due to intense compression in the packed crowd,” a senior health department official said, citing the preliminary reports, as quoted by news agency PTI.

Doctors conducted post-mortems on 18 of the victims at Calcutta National Medical College and Hospital and one at Nil Ratan Sircar Medical College and Hospital, as of Oct. 20.

What Set Off the Rush

The crush came at about 7:40 p.m. on Maha Saptami, one of the days of the annual Hindu festival honoring the goddess Durga, at a pavilion in the Girish Park police station area. A sudden burst of rain sent crowds running for cover and rushing for the same gate, and the panic turned deadly. Some worshippers fell on the road and were trampled, police said.

A senior police official at the scene told AFP that the “crowd waiting outside the pandal [pavilion] was pushing, pulling and rushing forward and fell on the ground, leading to the stampede.”

An announcement over the public-address system, accompanied by whistles, appears from preliminary information to have triggered the rush, West Bengal Chief Minister Suvendu Adhikari said, and he alleged that private security personnel made the announcement. Heavy crowds of pandal visitors at the exit gate during the rain caused the stampede, according to Kolkata police. A police complaint registered at the Girish Park station blames poor crowd control by the organizers and cites an announcement warning that the pandal could collapse.

Early reports the night of the stampede put the toll at 17, and police said at least 35 people were taken to Kolkata Medical College and Hospital. Adhikari, after visiting the hospital, said 19 had died and 25 were being treated. The dead include 13 women and six minors. The youngest victim was seven-year-old Aayansh Srivastava, who had come from Bihar with his family. Other victims named are Sandip Bej, 14, of Purba Bardhaman; Pranjal Sarkar, 13, of Agarpara; Priya Samaddar, 18; Akriti Kumari, 17; Barnali Haldar, 17; and Tania Biswas, 18.

The Court Overruled the Chief Minister

Police have arrested seven people, among them the puja committee’s secretary and vice-president, and a court ordered the seven accused into 10-day police custody on Oct. 18. Pavilion organizers, private security personnel and on-duty staff were also detained by officers, who opened a probe into crowd-control and safety lapses. A Special Investigation Team led by a judge of the state’s High Court would investigate, Adhikari announced.

The Calcutta High Court declined on Tuesday, Oct. 20, to assign a sitting judge and told the state it could instead appoint a retired High Court judge to lead the probe. On Wednesday, Oct. 21, the state formed a six-member SIT chaired by retired Justice Anindita Roy Saraswati and gave it three months to report. The All India Trinamool Congress (AITC) has directed accusations at Bharatiya Janata Party (BJP) leaders and called for accountability for the deaths.

Nine Sent Home, One Critical

Hospitals have been discharging survivors in phases. Fourteen of the injured were shifted to a private hospital off EM Bypass after initial treatment at Medical College and Hospital and RG Kar Medical College and Hospital, hospital sources said as of Oct. 19. Nine were to be discharged late that day and two on Oct. 20, with three remaining in the ITU, ICU and SICU expected to leave Oct. 21 or the following day. One of the 25 injured remained in critical condition as of Oct. 19.

The West Bengal government announced compensation of 25 lakh rupees plus a Group D government job for each deceased victim’s family. Prime Minister Narendra Modi posted condolences on X. His office set the payout at 200,000 rupees ($2,106) for the next of kin of each person killed and 50,000 rupees ($527) for each of the injured.

Victims of the stampede met Union Home Minister Amit Shah during his Oct. 18 visit to a Kolkata hospital. Shah said the administration was providing medical care to the injured.

Kolkata Police issued a directive after the tragedy requiring adequate lighting inside pandals, and authorities advised several of the city’s most heavily attended venues to close temporarily to visitors. Organizers set up about 3,500 pandals across the city for the festival, temporary pavilions housing idols of the goddess Durga that each draw thousands of devotees. Uttar Pradesh Chief Minister Yogi Adityanath directed safety checks at Durga Puja pandals.

Deadly crowd incidents are frequent at Indian mass events, often with poor management and safety lapses. At least 30 people died in January 2025 as tens of thousands of Hindus rushed to bathe in a sacred river at the Maha Kumbh festival, and 121 died in 2024 at a Hindu religious gathering in northern Uttar Pradesh state. At least 115 were crushed to death or drowned in 2013 at a Hindu festival at a temple in Madhya Pradesh, amid fears a bridge would collapse. Celebrations in Bengaluru for the local cricket team’s first Indian Premier League title crushed 11 fans to death in June 2025, and 41 died in September 2025 in a stampede at a campaign rally for a popular actor-turned-politician in southern Tamil Nadu state.
