A Texas Republican who shattered glass ceilings during nearly 30 years in the U.S. House of Representatives has died at age 83. Kay Granger died on Aug. 2, 2026, according to her son, J.D. Granger, who confirmed Alzheimer’s disease as the cause of death — the same condition that had forced her withdrawal from Capitol Hill during her final months in office.
The former Fort Worth mayor made history as the first woman from the Republican Party elected to Congress from Texas, winning her seat in Texas’s 12th Congressional District in 1996 and serving continuously until her term ended in early 2025. By the time she departed, she had become the senior-most Republican in the state’s congressional delegation.
Breaking Barriers in Washington
Granger’s most significant achievement came when she became the first Republican woman to chair the House Appropriations Committee, wielding the gavel from when Republicans regained the majority in 2022 until stepping down in April 2024. Before that, she had served as the panel’s ranking member during Democratic control of the chamber. The Appropriations post gave her enormous influence over federal spending decisions and defense policy, where she became a vocal advocate for continuing F-35 Joint Strike Fighter production.
Born Norvell Kay Granger in January 1943, she began her professional life as a high school teacher and businesswoman before entering electoral politics. Her first major office came in 1991 when she became Fort Worth’s mayor — the first woman to lead the city — serving until 1995. During that tenure, she launched citizen patrol programs that officials credited with cutting the city’s crime rate in half and forged private-sector partnerships that attracted major corporations to Fort Worth. Both political parties recruited her to run for Congress in 1996, and she took office the following year.
Upon arriving in Washington, Granger received appointments to three House panels — budget, oversight, and transportation and infrastructure — though she later relinquished those seats when she joined Appropriations. Then-Speaker Newt Gingrich also named her to one of his advisory boards. Over 14 consecutive election victories, she dominated her district, winning 92 percent of the vote in 2002.
Personal Struggles Shaped Public Mission
Granger credited her political drive to personal hardship. Speaking to the Hill in a 2008 interview, she revealed how her separation and subsequent divorce forced her to raise three children largely alone and fundamentally changed her outlook. “You just fight your way through the day,” she said, adding that the experience fueled her advocacy for working mothers throughout her career.
House Speaker Mike Johnson paid tribute to Granger on social media, celebrating a legislator who dedicated her life to public service. Johnson noted that she devoted herself to the Fort Worth community and praised her for having “broke barriers for women in public service.” He described her as a dear friend whose loss would be deeply felt.
Fort Worth Mayor Mattie Parker, continuing the political lineage Granger helped establish, mourned her predecessor as a trailblazer, tenacious leader, mentor and friend. Parker said Granger’s passing marked the end of an era in political service.
Mysterious Disappearance and Troubling End
The circumstances surrounding Granger’s departure from Congress sparked controversy and raised questions about congressional accountability. After announcing in late 2023 that she would not seek reelection and stepping down as Appropriations chair in early 2024, she began missing multiple months of votes. Her office initially provided little explanation beyond acknowledging health challenges.
Following her last recorded vote in July 2024, Granger effectively disappeared from public life. Dallas Express reporter Carlos Turcios launched an investigation after discovering that calls to her offices were being routed to voicemail and her constituency office showed little activity. A resident eventually told Turcios that Granger had been moved to a facility specializing in memory disorder care.
The revelation was stunning: one of the House’s most powerful committee chairs had been residing in a Texas care facility for months while Washington remained largely unaware she had stopped reporting for duty. Facing mounting pressure, her office released a statement in December 2024 citing “unforeseen health challenges” that had worsened since September and prevented her from traveling to the capital. Her office disputed that she was in “memory care,” saying she was living in an independent-living facility, though her family later acknowledged she had experienced “dementia issues” — an episode that fueled criticism her condition had been withheld from public disclosure.
Her relationship with President Donald Trump mirrored that of many establishment Republicans: she initially opposed his 2016 presidential campaign but endorsed him in 2020 and voted in alignment with his legislative agenda about 97 percent of the time.
Despite the troubling final chapter, lawmakers from both parties emphasized the significance of her 28-year tenure and her role as a pioneering woman in Republican leadership. Her record as the first Republican woman to control the House spending apparatus remains her defining legacy, even as the quiet circumstances of her final months in office raised difficult questions about transparency and oversight on Capitol Hill.
