Mass Shooting Kills 2, Injures 7

A night meant for birthday festivities in Richmond, Virginia’s historic Shockoe Bottom entertainment district turned tragic early Saturday, February 21, 2026, when a street altercation escalated into gunfire, leaving two people dead and seven others injured in what officials describe as a mass shooting.

The incident occurred at 2:47 a.m. along North 18th Street, more than 45 minutes after bars had closed. A nearby patrol officer spotted a large disturbance and reached the scene even before 911 calls began. She discovered 23-year-old Genesis Tamar Jones of Petersburg already deceased. Officers soon located another victim, 42-year-old Dominic Antoine Jackson of Henrico, who was pronounced dead at the scene.

Seven more people suffered gunshot injuries. One woman remains in critical condition. Four victims were taken to hospitals by the Richmond Ambulance Authority, while three arrived by private vehicle. Officers provided immediate first aid, applying tourniquets and pressure to wounds.

Genesis Jones had been celebrating her brother’s birthday with family when the gunfire erupted. Her older brother, Zekiah Jones, was inside Margarita’s Cantina when he heard the shots. He called his sister “the life of the party,” someone who brought people together. Police say Genesis was not part of any conflict and happened to be walking by when she was hit—an innocent bystander caught in the chaos.

Dominic Jackson, a father of two and soon-to-be grandfather, leaves behind a grieving family now planning a funeral instead of a joyous milestone.

Richmond Police Chief Rick Edwards stated that surveillance video indicates the violence began as a fight between two groups of people after bars closed at 2 a.m. What started as punching and shoving escalated rapidly when several individuals pulled out firearms. Edwards confirmed that at least two shooters fired weapons, with gunshots coming from multiple directions.

The crime scene stretched across a large area. Investigators collected more than 50 shell casings and two guns, identifying at least four different calibers. Police impounded six vehicles as evidence and are still searching for more weapons believed to have been used. The Bureau of Alcohol, Tobacco, Firearms and Explosives is helping with ballistics work. Evidence markers at the site reached into the 60s.

Video from surveillance cameras shows numerous bystanders recording the confrontation on their phones before the gunfire began. Chief Edwards urged those who took videos to share them with investigators, saying community footage may be crucial to identifying those responsible.

The shooting has revived concerns about continuing violence in Shockoe Bottom, a busy nightlife area that has wrestled with recurring safety challenges. Last year, a Richmond officer described the district as “an absolute disaster” due to frequent firearm-related issues, according to an email obtained by local reporters. In response, Richmond Police required overtime for officers throughout summer and fall 2025, ensuring roughly a dozen officers were assigned to the area every Friday and Saturday night. Hundreds of guns are stolen each year from cars parked nearby.

Brody Layne, who lives a few blocks from where the shooting happened, voiced frustration at the persistent violence and questioned whether current policing strategies are effective. Another resident, Andrea Daughtry, said the constant incidents have made the violence feel routine and have diminished the neighborhood’s appeal. Local businesses already feel the effects—one restaurant reported more than 65 reservation cancellations the following day.

The city’s Office of Gun Violence Prevention, created in spring 2025 under Mayor Avula, has been working on intervention programs. Avula admitted Saturday that some initiatives were not rolled out quickly enough and promised to have new initiatives operational by spring.
